The first organizational meeting of the North Dakota Chapter was held in Bismarck, ND on Jan. 20, 1981 . During the initial meeting the original founders of the chapter developed its constitution and bylaws.

North Dakota received its APCO charter in Minneapolis on April 28, 1981 . The first official North Dakota Chapter meeting was held in Bismarck on May 6, 1981 . The Chapter Officers elected at this meeting were President Lyle Gallagher, First Vice President Ray Staiger, Second Vice President Tyler Larson, and Secretary/Treasurer Marshall Murdock.

North Dakota was the 40th state to obtain a charter in the APCO organization. Originally North Dakota had 18 charter members and chapter membership has risen to a high of 137 members. The North Dakota chapter is proud of the fact that they have consistently received the APCO Density Award (most members per capita).

North Dakota hosted its first North Central Regional Conference in 1993. the chpater hosted the region again in 2001, this time in Bismarck.

It is interesting to note that in 1981 North Dakota 's first chapter president was Lyle Gallagher. Nineteen years later, Lyle became the 67th President of APCO International.
