Select a leadership challenge (be sure to focus on leadership and not management) of concern within your agency. Viewing the matter from the perspective of ECC senior leadership, write a policy memo to define the issue and offer a preferred course of action.
Use an issue that you are well informed about. This is not a research paper, but the use of facts (not opinions) supports your problem definition and proposed solution(s). Avoid the use of personally identifiable information. Please do not divulge any matters that are confidential or not intended to be shared outside your agency. The length of the memo is open, but we suggest between 500 and 750 words.
We recommend you choose an issue you are familiar with, such as:
- The defining of the vision or mission of the agency
- The positioning of the agency within the public arena
- The advocating for the agency’s priorities in competition for limited budget resources
At a minimum, you should:
- In a clear and concise manner, address the nature of the issue or situation
Note underlying causes, extent of problem, severity
- Outline proposed course(s) of action
Reference organizational goals or mission
- Evaluate relative merits of alternate courses of action
Compare and contrast alternatives, referencing standards or best practices
- Advocate for the course of action you find best
Provide supporting statements and describe preferred outcomes
Include measures of accountability to gauge success
When completed, upload your statement as a Word or PDF document along with the supporting documentation you are submitting as part of your CPE program application.
