APCO Presses FCC for Improvements to Wireless 9-1-1 Location Accuracy and 9-1-1 Interoperability

On October 31, APCO staff met with Carmen Scurato, Legal Advisor for FCC Chairwoman Rosenworcel, to discuss the need for FCC action to improve the location information provided with wireless 9-1-1 calls made indoors and to ensure interoperability among 9-1-1 service providers. As APCO noted during the meeting, the gold standard for location information for public safety is dispatchable location, meaning the street address plus floor level and apartment/suite number, if applicable. However, emergency communications centers (ECCs) rarely receive dispatchable locations. APCO urged the FCC to take steps to ensure ECCs receive the most actionable location information possible, as often as possible. APCO also noted that ECCs continue to face interoperability challenges when transferring 9-1-1 traffic and incident-related data. APCO encouraged the FCC to initiate rule changes to require 9-1-1 service providers to enable the ECCs they serve to exchange all forms of 9-1-1 traffic with ECCs in different states and/or served by different 9-1-1 service providers.
