David Baker is program manager for the Arkansas Wireless Information Network (AWIN). AWIN is the statewide P25 Phase II 700/800 MHz public safety radio system housed at the Arkansas Department of Public Safety/Division of Emergency Management.
Baker started his career with state government in 1985 with the last 15 years in the AWIN system. During this time Baker worked with the initial system roll out, Nextel 800 Reband, 700 Reband and several system upgrades.
Baker earned a bachelors of science at the University of Central Arkansas and a masters of public administration from the University of Arkansas at Little Rock. Baker is a project management professional with the Project Management Institute.
Baker became involved with APCO and was trained as the local frequency advisor for Arkansas in 2018. During non-work time he enjoys running marathons and ultra-marathon trail runs in the Ouachita and Ozark mountain ranges.
